The Dar es Salaam Corridor Committee (DCC) is a trade and transport facilitation agency established under the SADC Protocol on Transport, Communication and Meteorology, whose objective

The mandate of the DCC is to coordinate the provision of seamless and cost-effective transit between the Port of Dar es Salaam in Tanzania, and the regional markets and production hubs in Zambia, Malawi, and the Democratic Republic of Congo. Pursuant to its objectives, the DCC has secured grant financing from the World Bank, to facilitate implementation of the Southern Africa Trade and Transport Facilitation Program. This grant is aimed at building capacity in the DCC to better fulfill its role of trade and transport facilitation, and better contribute to the region's trade performance.

The DCC Secretariat is therefore seeking to engage the services of suitably qualified and highly motivated individuals, to fill the following positions tenable at the DCC Secretariat in Dar es Salaam, Tanzania:
Position Objective:
To provide administrative and secretarial support to all Secretariat functions, and ensuring the smooth running of the office on a day to day basis.
Key Responsibilities
General office management and administration, ensuring the smooth running of all functions and services;
Ensuring all office services and utilities are delivered to an acceptable level of service and liaising with suppliers for goods and services on such deliverables;
Maintain a diary of meetings, visits and task team assignments, in liaison with relevant regional bodies and Secretariat staff;
Provide logistics support for the organization of meetings and missions.
Qualifications and experience
Relevant qualification in Office Administration or Management;
Knowledge and experience in computer based office organization tools; Minimum 3 years relevant experience in a busy and professional office environment;
Good command of spoken and writen English. Knowledge of French and/ or Swahili desirable.

To assist the Finance and Administration Manager with day to day financial transactions and record keeping, maintaining the integrity of established systems for accounting and control.
Key Responsibilities:
Processing of financial transactions and maintaining accurate records;
Preparing and maintaining books of accounts in line with established procedures;
Undertaking account reconciliation for key accounts (debtors, creditors, bank) ;
Maintaining and updating records of assets.
Qualifications and experience
Recognized degree in Accounting and recognized professional certification (such as CPA,ACCA,CMA);
Minimum 3 years working in a busy and professional accounting environment;
Knowledge/ experience with financial and accounting software applications.
Knowledge of local accounting practices and relevant laws desirable.
Registered and/or recognised by the National Board of Accountancy in Tanzania.
Experience on donor-funded projects desirable.

To provide a secure and user-friendly IT platform for the effective exchange and management of information for the internal functioning and external visibility of the DCC Secretariat and its functions.
Key Responsibilities:
In collaboration with other department heads, provide required IT hardware and software for the smooth and efficient running of all Secretariat functions;
Supervise IT functions in the development, implementation and utilization of the Corridor Performance Monitoring system (CPMS);
Develop and institute requisite procedures, access controls and other measures to maintain data integrity and security;
Perform network and database administration and maintenance to ensure minimum downtime of essential systems.
Qualifications and experience
Degree in IT or related qualification;
Knowledge and experience of network and database administration;
Minimum 3 years relevant experience at managerial level;
Knowledge of programming desirable.

Qualifications and experience
Master's degree in Finance, Business and recognized professional certification (such as CPA,ACCA,CMA);
Minimum 5 years in financial and administration management in a reputable organization, coupled with an impeccable track record of ethical and professional standing;
Knowledge/experience of accounting, budgeting, and cost control principles including International Financial Reporting Standards (IFRS) application;
Knowledge/ experience with financial and accounting software applications.
Knowledge of relevant accounting practices and laws.
Knowledge of procurement procedures for donor-funded projects desirable;
Previous experience in managing donor-funded accounts desirable;

Customs And Trade Facilitation Specialist
Position Objective:
To provide leadership on customs and trade facilitation initiatives necessary for creating an enabling environment for the smooth and cost-effective flow of goods and persons along the corridor.
Key Responsibilities:
Build an inventory of international, regional and bilateral conventions and other legal instruments for transit and trade facilitation that relate to customs administration, assess the state of their adoption and implementation in DCC member states, and drive the necessary policy dialogue to address observed gaps;
Generate policy dialogue on best practices related to transit and trade facilitation in customs administration and international trade regulation, and make recommendations for their adoption in respective corridor countries;
Provide timely updates to corridor users on any changes in customs rules and/or regulations affecting transit operations, advising relevant stakeholders of the impact on transit operations;
In collaboration with the Customs Working Group of the DCC, build a database of relevant non-tariff measures impacting on transit operations, and develop a work plan for their progressive resolution;
Build functional relationships with regional bodies, customs authorities, and relevant private sector associations to keep corridor stakeholders abreast with relevant developments on the international; regional and local scenes;
Qualifications and experience
Master's degree in a relevant field, Customs, Law, Economics, Finance, Business or Public Administration;
Knowledge of customs and border procedures, customs modernization, revised Kyoto Convention and risk management techniques, customs IT infrastructure, equipment and systems, including ASYCUDA, cargo tracking systems, and regional guarantee schemes;
Minimum 6 years managerial experience in customs, trade facilitation, or in a trade regulation environment;
Knowledge/experience in regional integration and/or corridor organization and functions, .with respect to customs, and trade facilitation theory and practice;

Transport Specialist (Logistics And Supply Chain Management)

Transport Specialist (Logistics And Supply Chain Management)
Position Objective:
To coordinate and facilitate the adoption of international best practice in supply chain management to enhance efficiency of supply chains along the corridor.
Key responsibilities:
Assess fluidity of supply chains for commodities transiting the corridor and facilitate dialogue at various levels to continuously improve the performance of the supply chains, in collaboration with the Transport Working Group of the DCC;
Assess the efficiency of corridor transport systems, with emphasis on multimodal transport, periodically assessing infrastructure conditions, institutional arrangements, procedures and practices, as well as the policy environment, to facilitate policy and other dialogue for their continuous improvement;
Build up an inventory of procedures, document requirements and charges through the supply chain of key commodities transiting the corridor, and collaborate with respective agencies and the Transport Working Group for the simplification and harmonization of procedures, reduction of trade and transport related barriers, and adoption of international best practice in determining and implementing transit regimes;
Collect and analyze data on corridor performance to identify and unpack choke-points, with special emphasis on the impact of non-tariff measures, and collaborate with respective agencies and the Transport Working Group to develop and implement effective remedies;
Build functional relationships with regional bodies, international cooperating partners and relevant private sector associations to keep corridor stakeholders abreast with relevant developments on the international, regional and local scenes;
Qualifications and experience
Master's degree in Transport, Logistics, Supply Chain Management, Business Administration, or other relevant qualification;
Knowledge of international transport/shipping and trade issues, including policy, legal, regulatory and institutional issues affecting theshipping industry (laws, rules, licensing procedures and the institutions enforcing them);
Minimum 6 years managerial experience in a transport/logistics or trade environment;
Knowledge/experience in regional integration and/or corridor organization and functions, with respect to trade facilitation theory and practice;
Broad understanding of the transport industry in the region. Experience on multimodal transport projects desirable;
Active membership of relevant professional bodies in Transport desirable (e.g. CILT);
