Mbeya Urban Water and Sewerage Authority (Mbeya UWSA) is an autonomous water supply organization mandated to provide water and

5.2 Key Result Areas
5.2.1 Specific
To train sewerage staff on how to use some sensitive equipment,
such as Closed Circuit Television, which is used inside the sewer line to analyse the extent of damaged pipes before declaring them to be removed.
To make sure that all customers who are provided with sewer services pay their bills without delay.
To investigate cases of illegal sewerage connections and recommend rectification measures.
To compile daily, monthly, quarterly and annual sewerage operations and maintenance reports.
To inform the Sewer Cleaners and Artisans on issues which are likely to happen during working on the site.
To carry out all new sewerage connection according to professional specifications.
To repair all sewerage collapses promptly and professionally.
To make sure that before sewer cleaners enter inside the sewer trunk main adhere to safety regulations.
To collect all materials and working gears those are required for planned sewerage work.
To perform any other duties as may be assigned by the Sewerage and Environmental Engineer.
Qualifications and Experience
FTC/Diploma in Civil / Sanitary/ Public Health/Environmental
Engineering from a recognised Technical College.
Computer Iiterate; Word/ExceI/Network design using CAD.
Must demonstrate ability and competence in the use of modern Survey equipments
Working experience as Land Surveyor is an added advantage. Physically capable of completing assigned tasks and responsibilities while complying with deadlines.
5.4 Age Limit:
Not above 35 years of age.

Specific
To cooperate with Water Network Engineer in preparing action for preventive O&M works in the zone on daily basis. To supervise monitoring and repair and leakages.
To supervise covering of pipes backfill.
To operate washout, valves and exchange 'Of valves in accordance to the maintenance schedule
To supervise extension of pipe network as demanded.
To monitor performance of the hydraulic system in the network and report as appropriate.
To monitor supply of water in all zones.
To implement rationing of water when necessary.
To perform any other duties as may be assigned by the Water Network Engineer.
4.3 Qualifications and Experience
• FTC/Diploma in Civil/Water Resources Engineering/Environmental Engineering from a recognised Technical College.
Computer literate; Word/Excel/Network design using CAD.
Working experience in water supply and sanitation is an added advantage.
• Physically capable of completing assigned tasks and responsibilities while complying with deadlines.
4.4 Age Limit:
Not above 35 years of age.

3.2 Key Result Areas
3.2.1 Major
Reporting to the Technical Manager, the successful candidate will be Head of Network Mapping and GIS Section primarily responsible for integrating various forms of geographical and non geographical data such as land demography, water supply and sewerage infrastructure, customer locations, customer data base, water intakes and pumping stations are mapped and integrated into a digital format.
3.2.2 Specific
To survey and create water networks maps
To survey and create sewerage networks maps
To survey, collect and locate customer's information in the map using GIS Software
To compile geographical data from a variety of sources including survey, field observation, satellite imagery, aerial photographs and existing maps.
To ensure compliance/linkage of different applications.
To communicate/coordinate with other GIS users in the water supply and sanitation sector or other sectors.
To train Mbeya UWSA staff on GIS applications.
To enter new map data through use of a digitiser or by direct input of coordinate information using the principles of cartography including coordinate systems, longitude, latitude, elevation, topography and map scales.
To operate and maintain GIS System hardware, software, plotter, digitizer, GPS, video camera and other project facilities.
To perform any other duties as may be assigned by the Technical Manager
3.3 Qualifications and Experience
Holder of a Bachelor Degree or Advanced Diploma in Land Surveying & Planning/ Information Technology/Civil Engineering/Geography with Emphasis in GIS or should have pursued a certificate or diploma in GIS.
GIS concepts an analytical techniques including computerized mapping and digital data conversion, manipulation and analysis. Knowledge of GIS Software, tools and applications including but not limited to Arc GIS, Auto CAD Suit applications or Microsoft Office suite.
Minimum of two years work experience in a reputable organization. Experience with water utilities is an added advantage.
Physically capable of completing assigned tasks and responsibilities while complying with deadlines.

2.2, Key Result Areas
2.2.1 Major
Reporting to the Technical Manager, the successful candidate will be
Head of Network and Non Revenue Water Section primarily responsible for the implementation of a leak detection programme to reduce the physical and commercial losses in the distribution networks, to ensure that the Non Revenue Water (NRW) levels within Mbeya UWSA's network are within acceptable levels, in accordance with acceptable guidelines for NRW reduction and sound engineering and management practices.
2.2.2 Specific
To repair all water leakages as they occur.
To find the causes for water loss and make necessary rectification.
To ensure that new customers get water connections as scheduled and as per specification.
To monitor and report unauthorized water connections.
To timely attend to customers' complaints regarding lack of water and quality.
To ensure that water flows through the laid down water network. To keep proper records of water distribution.
To report and repair timely pipes bursts.
To make follow ups of main water distribution pipe-lines
To ensure all bulk meters are functioning and their readings are carried out effectively
To keep record of daily breakdowns of water distribution system and repaired breakdowns.
To flush water distribution lines, remove stagnant water and other sediments regularly.
To ensure that water in the distribution system is not contaminated from customers' services lines.
To perform any other duties as may be assigned by Technical Manager.
2.3 Qualifications and Experience
Holder of a Degree/Advanced Diploma in Civil/Water Resources. Engineering.
Registered as a Professional Engineer with Engineers' Registration Board ofTanzania.
Competency and experience in the use of the software packages for the preparation of engineering drawings is desirable.
Master's Degree/ Post Graduate Diploma in Water Supply Engineering is an added advantage.
Working experience of at least three (3) as an engineer in the operation and maintenance of water works.
Personal interest, commitment, flexibility and ability to lead and motivate subordinates.
Good Written and Communication Skills.
Well organized, ability to work in a team to achieve the team goals.

Finance Manager
Key Result Areas
1.2.1 Major
The Finance Manager shall usually be called to act upon as the head of
the finance department responsible for financial reports; general ledger management, payments, banking revenue-collected budgetary control functions and to guide, manage and coach employees on best financial management practices within Mbeya UWSA.
1.2.2 Specific
To oversee the implementation of the Action Plans in Mbeya UWSA's
Strategic Plan.
To oversee preparation of Mbeya UWSA's performance and progress reports.
To develop and review financial policies and accounting systems
To control and monitor Mbeya UWSA's budget performance.
To advice management on all matters related to accounting, finance and taxation.
To ensure timely filing of provisional and final tax returns.
To oversee the collection of Mbeya UWSA's revenue and controlling expenditure
To design and initiate eternal financial control mechanisms.
• To advise management on the acquisition disposal of assets.
• To oversee implementation of auditor's recommendations.
• To appraise and counsel staff in the department.
To supervise preparation of financial returns/accounts and ensure their timely filing with the relevant authorities.
To ensure that all taxes, duties, statutory deductions and other deductions due to the Government and other agencies are timely dispensed.
• To liaise with Internal Auditors, External Auditors on the audit of the affairs of Mbeya UWSA's
Qualifications and experience:-
University Degree/Advanced Diploma majoring in Accounting or
Finance from a recognized higher learning institution;
• Master's Degree in Accounting or Finance;
• Certified Public Accountant, CPA (T) or ACCA/CIMA.
Knowledge and competency in Information and Communication Technology (lCT) application, and familiarity with anyone of the accounting software;
• A strong background of International Financial Reporting Standards
(IFRS) and good knowledge of Public Sector Accounting and Reporting Principles.
Not less than eight (8) years working experience in the relevant fields out of which three (3) years should be in a senior position within the finance department in a reputable organization.
1.4 Personal Attributes
In addition to the above skills and qualifications, applicants for the above
position are required to have the following attributes:-
